COMPETENCY-BASED BILINGUAL SPECIAL EDUCATION TEACHER PREPARATION FRAMEWORK

Abstract:
American classrooms have become more diverse than before. With the increase in the number of English language learners (ELLs) in the classroom, so as the number of ELLs with disabilities or culturally and linguistically diverse exceptional (CLDE) students. There has been a shortage of bilingual education and special education teachers in the U.S. for more than 25 years. This paper discusses a review of literature to improve pre-service teacher preparation to include bilingual special education training. The purpose of the review of research was to identify a competencybased teacher training framework and practices to prepare pre-service educators who are trained to work with ELLs with disabilities
